I would give this zero stars if I could. I will be fair and say that my rating is not based on ability but scheduling and service. My children are mixed and have curly hair. My son's hair has some texture and my daughter's curly fine hair. I was told that the person who regularly does curly hair (Shelly) was not coming in that day, but my children could meet with Saurous who said she can cut curly hair. I explained a few times to Gwen (the receptionist) the texture of my children's hair, and she told me when to come in a meet with Saurous. When my children got there, Saurous asked to see their hair, and then said she could not cut either of their hair and turned them away. I would HAVE NEVER subjected my children to someone looking at them/their hair and telling them that they are unable to handle or work with their hair! I then called the salon (my husband took them) and spoke to Gwen. She said, "You told me their hair was curly but not that curly." I was so upset, and sad for my children. I said that I could maybe understand her not being able to cut my son's hair, but she not being able to cut my daughter's hair and turning them away was very upsetting, and I was mislead! Gwen said she asked Saurous, and Saurous said she was able to, "but I guess I was wrong." Then she hung up on me. If you are a person with curly hair, regardless of your texture, I would suggest you avoid this place!!! Unless, I'm assuming, you get Shelly.

Once again another perfect cut and highlight! If you need a stylist make an appointment with Kiki. She listens and gives suggestions, and she uses the best product on your hair! Relaxing and happy every visit!!!

Jayme is one of the most amazing stylist I have ever had the pleasure doing not only my daughter hair but mine. Last weekend she worked her magic on my 7 year old hair. My daughter cut her own hair. Jayme gave her the sweetest bangs and layers in the front. My little girl looks so grown up. Next Jayme colored my hair and my oh my what a fantastic job she was able to give me what I wanted. For 10 years Jayme been our stylist and she a blessing. Hands down a lovely person that she personable and professionally. One more thing Pam H. Permed my hair a few months back she also worked her magic on my hair. She so kind and sweet made sure we used the right color rods to achieve the right curl and wave I was looking for not only that but she also recommended the best products for my hair. These two ladies are fantastic and I would recommend them to my friends family and co-workers

Jayme is a colorist extraordinaire! She did high lights and low lights on my hair. My hair is medium length and she took an extensive amount of time to make it perfect. She is very detailed and extremely precisioned in what she does. It turned out incredibly! I give her 10 gold stars!! She is amazing!

Missie is wonderful! She listened to what I wanted and gave me exactly what I asked for. She is very thorough and takes her time. Her feedback was honest and her customer service is top notch.

Forose did a touch Up Of color, trim and style. All with a smile. I found forose easy to chat with. A professional salon with professional employees. Everyone acknowledged me. I felt important. I will be back!

Missy is doing a great job on my hair she always makes my hair looks good and shiny. She picked a color for my hair that looks different on me. She also colored my daughter’s hair and it turned so beautiful. She did an excellent job and I will rate her a perfect score for that

Got my eyebrows waxed for $15. My eyebrows are significantly different. They didn’t hand me a mirror which I’m accustomed to at other places. I realize this is partly my fault because I was talking and distracted by my children. But if I’m paying for a service I would expect they would do it correctly. I just won’t return and maybe this review helps make your decision.

I came to the Penney’s Salon in Frederick, because my favorite stylist, Kiki Healy, started working there. She listens to how I want my hair cut and colored, and I ask her opinion often. I live in Florida, a few months out of the year, and always try to wait out my cuts and color, so that Kiki can do it. She is always so helpful and pleasant! The salon is always clean and during the Covid 19 Pandemic, CDC protocol was followed. I’ve recommended Kiki, to one of my friends, when her stylist could no longer work.

I can not say enough good about my stylist Josh Wallech. To say my hair is delicate due to thyroid cancer and psoriasis is more than an understatement yet Josh manages to keep my hair healthy and looking amazing and through all this has helped me maintain the length of my hair! Pretty amazing especially considering I also like to do an array of colors including purples pinks and blues. Josh always works his magic to create my very own colors giving me several unique options to choose from. Josh is definitely a skilled artist and possesses the talent and passion to be the the next Brad Mondo or Guy Tang.

I'll start off by saying: I cut my own hair. I tried to give myself bangs (it was a whiskey decision, Sue me). It wasn't horrible honestly, but I was due for a trim anyway, and my hair needed some TLC, and my bangs needed to be leveled out. It was Sunday, and my options were limited. I had been to JC Penny's once before for a trim, and it was okay, to where I felt safe removing my hat and humbly asking for assistance. They were able to get me in right away, on a bummer of a Valentine's Day. Josh did an INCREDIBLE job. I'm 28, and have had my hair cut almost exclusively by my grandma, who recently packed up her shears and moved to Florida. I'm not very good at hair care, or styling it (or cutting it, evidently). I'm not even good at verbalizing what I want, because my grandma would just know what to do with me when I sat down in her chair. Josh was super patient with me, and funny, kind and excellent for conversation. I have pretty severe social anxiety, but Josh made me feel comfortable and at ease- I didn't even need to nervous puke throughout the hour and a half long process. Not only did they do an OUTSTANDING JOB despite my - I'm sure at times incoherent- request for the type of haircut I wanted, but Josh respected my requests to protect my gray hair (I earned em!), framed my face up perfectly, and I left the salon ready to stunt on everyone. Sorry Grandma, but this is the best haircut I've ever recieved from anyone. Its no longer bulky, tangled or unmanagable, and Josh did it all without even taking much length off. Oh. And my bangs are perfect now. TLDR; Go see Josh, you will not be disappointed.

Love this salon! All of the stylists are friendly and professional. Front desk staff is very nice as well. They are always cleaning and disinfecting. So important to be able to feel safe!

My daughter Missie Ulearey works here, Stopped by to see her when we came down from Pennsylvania and this salon is extremely clean, the workers were all very kind, looking around they were well stocked on many products, Highly recommended!!!!! 5 STARS

You can't go wrong with visiting JCP Frederick for all of your hair and salon needs! Friendly staff, clean environment, and wonderful stylists! My favorite and only stylist is Kiki - I always walk away feeling and looking great!

I love the JCPenny salon! The staff are always friendly and helpful. It is always clean and I felt very safe going there during the pandemic!
